Those with immigrant visas, or quasi-immigrant visas (think fiance visas, refugee and asylee follow-to-join, do arrive at POEs with a packet of paper from the embassy that processed their visa. In secondary, these new immigrants are processed, the packets are taken, and their passports stamped with a stamp that serves as their temporary I-551 (green card) and their A number is hand written in a space on that stamp. Now, yes this team is trying to limit legal immigration, but CBP does indeed process immigration. Not all POEs handle IVs, just the biggest ones.
