As the legal system (including the Supreme Court - who'da thunk) and Congress continue to stymie some of his plans, he'll need to turn to more drastic steps to keep his base engaged - you know, like instigating a war in the Middle East and committing the US Military to battle it (hey, let's play RISK with actual soldiers).
Going after the LGBTQ+ is always an easy way to engage the Christian Nationalists and shore up some support. There is one "safe" (political) minority that he, Republicans, Christians, Muslims, Jews can attack it is the transgendered, about .0001 percent of the population, and most of them are in the closet, and the perfect foil for the god botherers.
